There was a planning brief for guidance which was adopted in August 2001 and titled " Long Leys Urban Village". The first paragraph says "This Planning Brief sets out the City of Lincon Council's aims and planning requirements for creating an 'Urban Village' in the Long Leys Road area. This part of Lincoln has been designated as an area for development as an 'urban village' in the adopted City of Lincoln Local Plan. The purpose of the Brief is to provide more detailed guidance about the form that the urban village should take." It went into design, travel, community facilities etc and if you read the document practically nothing has been carried out as per this brief. Hence people feeling somewhat short changed about what was proposed to become part of this area. It is now, as you say, a bog standard housing estate though I happen to quite like it. There have been comparisons to us here (failure) and the new estate 'top end' (success) where the sign says as you queue in traffic 'if you lived here, you'd be home by now'. I'm glad I don't. Whichever way you approach this bog standard estate by foot, car or cycle there is a long green 'breathe out' space.
