i would like to thank all the LLRA and locals who have given up there time and put a lot of effert into clearing the steps and footpaths in the area WELL DONE THANKS
hope you all at city / county halls reading this have taken on board that this is the third year that locals have done this and INFACT IT SHOULD BE YOU DOING IT. NOT A 72 YEAR OLD LADY LIKE THERE WAS ON FRIDAY WORKING IN THE RAIN ******** THANKS YOUR A STAR********** :wink:

The only complaint i have is i thought the hillside was a protected area in the lincoln local plan .if this is correct could somebody please show me the permission you have that allows you to cut down saplins and all other vegertation in the way to forge a NEW footpath at right angles to the steps heading on and up the hillside it would have been only right to tell us this was what you were going to do

what is this new footpath for and were does it lead and why was it cut

Apparently this clearing was to take down some of the nettles on the way to the kid's tree house. There was an idea put forward a while back that when the land ownership was sorted that the fence at the right top of Manrico be removed and the planting be seamless and that the woodland could be managed/tidied slightly maybe with a stamped path winding up to the flat area at the top. Introduce some snowdrops and native mini daffs and it could look quite good, give the kids somewhere 'natural' for bug watching or whatever!

yes john it is in the local plan as a site that is special to the city with about 70% of the hawthorn in the city /newts some flowers only found here in the city and yes it is my understanding it is protected

Well I'm glad someone knows about these things, presumably the idea to make it a naturey trail would be turned down then.

no i dont think it would be a problem aslong as the paths were planned out i think i would be good to get people using the land
if we dont do somthing about the land somebody will think it is a development site just waiting to have more concrete /tarmac put down and another 500 houses put onto the drainage system [IT COULD COPE WITH THIS !!!!!!!!!!!!]
is this somthing the LLRA could look into or would it require a new group to set up to push it forward the THE LINCOLN EDGE VEIWING AND NATURE PATHS
mayby the stare gazers at westcliff st might be keen to get involved and if done correctly im sure other groups in lincoln would be up for it [ie ]
bird watchers
photo groups
schools
and if your lucky LCC

looking forward to sitting on a bench and viewing out across the city

We are definitely getting some benches and that site of flat concrete near the top has been put forward as one of the places to put one. I like the idea of a nature trail but I'm not sure that LLRA have a lot of spare time just yet though a couple of months away, things should calm a bit. If anyone wants to make enquiries about who's it is and what we'd be allowed to do that'd be great. I'd certainly volunteer with any tidying, planting etc and Autumn would be a good time to get stuck in. If it's possible we'd need a fair bit of advice about leaving piles of logs, steering away from certain habitats etc but I think it could be good. If it needs more planting the more water it will suck up and keep the hillside in place!

if lincoln cc do not own the steps why approx 2 1/2 years ag when i moved in and D wilson were working on the bottom of the step did i see a footpath closure notice on the fence around there work issued by lincoln cc. i have just remembered this because i overherd the DWmen saying this morning do we need to apply for a closure notice fron the councile like last time.how can city hall issue permits on something thay say they dont own ????

I think there may be a distinction between ownership and responsibility. Presumably they want to close them again while they work on drainage? If that's the safest way to proceed then that seems fair enough. I think we'd need to keep an eye that it isn't closed before work starts and that it's opened as soon as it finishes. At least it's school holidays so, as with Broadgate, traffic may be 20% less!!!

another year gone

nearly 3 years on from moving in to the village!!! and STILL nobody owns the steps - no lights not maintaned and another winter of danger for the school children/ ladys using them not being able to see if sombody is about
i take onboard you comment the other week deb off it takes time for things to happen but us locals have not heard or seen any info or postings on here or by newsletter for i would say 4-5 months about wat is going on with the llra so can anybody let me and others know

Mostly heard nothing because all the issues we are involved with - steps, footpaths, roads, SEC, benches are all ongoing. For those who were at the meeting at The Pyewipe you will have heard councillor Parker say that the steps would be lit by the end of the year but seems that still no one takes responsibility. The footpaths we can get cut back - there is ownership. The roads we can push - there is ownership, the landscaping we can push - there is ownership. For the SEC, steps and part of one footpath there is joint responsibility and when everyone is responsible, no one is. As for the benches - I have heard a rumour that they may now want to charge us but I am checking this out, my last email was that I had not been forgotten.

There was a breakdown of communication where I should have been sent details of the agenda and previous minutes for the Carholme Community Forum. Fortunately, I was informed about the meeting by a member of WERA and contacting County Hall where the meeting was to be held and was sent copies in the post. These should have been posted by e-mail.
Having attended the meeting, the chairman, councillor Robert Parker, near the end of the meeting, instructed Carholme Ward city councillors present to get things going at City Hall regarding the Higston Road steps. Whilst County Hall were trying to get things done, City Hall had brought the matter to a standstill. It appeared that communication and action had broken down at City Hall for any progression to take place.
Gary Hughes, the chairman of WERA who was at this meeting did say that he was in contact with councillor Dave Gratrick, the portfolio holder the Planning at LIncoln City Council and a resident who lives on Higston Road himself, was dealing with the matter regarding the missing lamp posts on the steps. Some one at City Hall had them removed but there are no details who and what department removed them.
Dave is trying to track this information down and get the lamp posts reinstated. No one at City Hall or even at County Hall and appropriate departments will take responsibilty and be made accountable for the lamp posts and the steps.
As already been said in St Georges dispatches, Autumn is here with Winter coming soon later. Both lamp posts and steps need to be reinstated now rather than later.
Hopefully, the LLRA will find out soon what is really happening and why the constant delays that is taking place what appears to be going on at Lincoln City Council.
