REQUEST FOR "DOUBLE YELLOW LINES AT ENTRANCE TO W/LEYS CROFT

I`ve spoken to Paul Jarvill today(11/5/11) from L C Councills h/ways & planning dept regarding the above.I`ve done this because on occassions,some people are parking their vehicles TOO CLOSE to the junction of long leys road & Mitchell Drive.Consequently,if you are turning left into the estate from town and you have to "pull-out" to pass a parked car,and a car is exiting the estate,you could unfortunately have a head-on collision/near miss! As has happehed to me in the past.I would be suprised if i were the only resident to have encountered this problem.COMMENTS on this forum would be appreciated to help identify if this is the case,or not!What i find annoying,is that their are "double yellows" leading into Albion cresent & Oakleigh drive from LLROAD,but they STOP at the entrance to Westleys Croft-WHY?
mr Jarvill has given me a ref no; 1043754 and told me someone will conact me within the next 5 days regarding my concerns,if & when i get too hear anything,i will let you know.Probibly be told,"no funds available"or some such guff-but we`ll see!!!

I agree totally with that.
Should be double yellow lines to where the first driveways start on Mitchell Drive.
Visibility is not good turning into Mitchell Drive with houses on the corner.
After 8 or 9 years of no double yellow lines i cant see Highways bothering though.

I also worry about this as always think a delivery van or other warp speed vehicle is about to fly round the corner when coming up mitchell drive. Also vehicles parking on the wide kerb so you have difficulty seeing down LL Road when trying to pull out is annoying. Too much to expect people to park considerately and walk an extra 10 yards though I suppose.

I would also like to see double yellows on either entrance to Carram Way as the poor parking on both these roads will surely cause accidents in the future. ( That's if we ever get the roads adopted, that is !!!! )

Before Carram Close was built, several residents attended a Planning Meeting at City Hall and apart from the concerns raised regarding several trees, concern was also expressed about the amount of cars that 13 extra houses would bring. The plans actually showed off road parking for 20 cars without people parking along Carram Way. Several cars are now parking dangerously close to the junction with Long Leys Road and it is only a matter of time before we have a serious accident.

The culprits are actually residents who could just as easily park around the back of their properties.

There was a major problem of motorists speeding down Mitchell Drive before the residents association was formed. Westbury Homes who built the houses on the site did have a 15 mph speed limit signs on the road before their departure. Even though I don't live on Westleys Croft, the signs was taken down by Westbury. Local residents did ask Lincolnshire County Council about the parking at the top end, and the speed limit. Highways refused to put up any speed limit signs saying that the speed limit was 30 mph. The parking situation was dismissed by them too as no one sent in letters of complaint. The police were asked about these two issues but as no one has been injured did not get involved. Was this ever raised by the LLRA? As far as I can remember this was discussed at one of their meetings but local residents did not send anything at the time to the council about either the parking problem or the speed limit. The speed limit remains at 30 mph as per police advice. In walking my dog, I have seen vehicles parked either side of the road of Mitchell Drive for long periods. I can only assume unless an accident happens nothing will be done. Perhaps those with complaints should telephone Councillor Robert Parker and inform the LLRA about it all. Residents should do the same on St Georges about their site.

Following my initial "post" on 11/5/11,i was pleased to recieve a phone call from Mathew Harrison-area planning officer from highways & planning at l c council.Unfotunately,the content of the conversation was not too promising,as was predicted by certain residence posts on this subject!! Various reasons were given as to WHY double yellow lines would PROBERBLY NOT be installed at said junction.I wo`nt bore you with all the details,but was advised to contact our local policing team to discuss this issue,as apparently ,the law states that no vehicle should be parked WITHIN 10 METRES OF A JUNCTION!
Therefore,i`ve just spoken to pc Luke Casey,who along with his two psco`s(pete & mel),will attempt to monitor the situation when they are around this area.
Not really the result i wanted,but hey,if ya do`nt try!!What i would say to anybody reading this who lives near the area concerned,PLEASE be mindful of where you park near this junction-thank you.

Keith and other residents:

Due to local residents asking that the problem of parking be sorted out, I telephoned Highways at County Hall to find out the process of the double yellow lines which they are requesting.
Keith had contacted them as with a few others but nothing was logged.
So this has now been officially logged and the ball to investigate the situation has started rolling. Keith is correct that the police will be involved to monitor the parking problem.
The reference number given by the Highways Department is 1045682 on behalf of the LLRA.
May I suggest that Keith and others give them a call and add their comments using this reference number. Then they can ring Highways after a couple of weeks to find out what has happened and also to monitor its progression and what action has been done.
This will be a lengthy process and will take some time to resolve. Highways are not sure if the police can give this any priority because Carholme Ward is the largest ward in Lincoln to manage.

Carram Way,

I agree, it appears that a new resident has moved in to one of the houses at the bottom there and him / her and his / hers friends are constantly parking o the junction. I also feel for the resident who lives on the opposite 3 storey house, who I witnessed have a great deal of trouble accessing their driveway. I leave very early in the morning (well mid of the night actually) and although in the nice weather there is no major issue, being one of the first cars to move on the estate I can see I will have a great deal of trouble and could well be a little more intimate than I would like to be.

Parking on LLR is overall terrible and that passes onto all the estates overall. Sorry but he only people responsible are the council for allowingbuilders to build houses without proper realistic parking. Modern Family houses need two parking spaces minimum not including garage (how many people really use a garage to but a car in). Just look at Mercer, Fordham and yes we were gulity when our son lived at home, we had three cars and one space, next door had three cars and one space, then visitors it soon becomes impossible to move. Luck for us, our son moved out, we extended our drive, next door's dughter moved out and now we are not bad, but that nightmare is only visitors away.

Following John Shipton`s suggestion,i have ADDED MY CONCERNS on this subject by speaking to Dan Parker at highways & planning today.I would appreciate any other Westleys Croft resident who share similar concerns about dangerous parking near this junction to also take the time to ring-up(tel:782070) and have their comments LOGGED!! Obviously the more people who can be bothered to do this,the more WEIGHT to the argument-simples! By the way,just popped up to the post box at the top of the road and what did i find,a trades van parked not 5 yards from the corner!! Its just NOT-ON,someone will get hurt sooner or later,its an accident "waiting too happen"-enough said.

The Carram Close development together with the few that face Carram Way and the remainder on Long Leys Road in total consist of 24 houses. I have a copy of the original plans which shows parking for 36 vehicles, the drawing is actually annotated as such stating one and a half cars per property.

Sorry to disappoint the planners & developers, but I don't think you can actually buy half a car yet !!!

What does it mean that the PCSOs will 'attempt to monitor the situation'? If people are breaking the law by parking too close to the junction can they not slap a ticket on them or could a passing policeman.....

I don't think that the residents that live in our area are purposely being inconsiderate. We live in one of these houses on Carram Way and as someone previously stated, the houses have not been built with sufficient parking and our household needs three vehicles. There are no other options when the limited visitor spaces are full, other than parking outside our own house. We aren't parking here out of laziness, were parking here out of necessity.

Residents have reported back that they have never seen either the police or a PCSO monitoring the parking problems on Carram Way or at the top of Mitchell Drive.
The explanation given is that this is not a priority.
It can be assumed that they have more important matters to deal with which affects Carholme Ward?

We do appreciate that parking at the Carram Close development is inadequate. However, many residents are very concerned that people are parking too close to the road junction. Turning both into & out of Carram Way ,is being made both difficult & dangerous. Thre have been a number of times when the parked vehicles have almost been driven into. People turning into Carram Way appear not to expect a row of parked vehicles, as soon as they have turned into the road.It's only a matter of time before an accident happens.
