TOWN AND COUNTRY PLANNING ACT 1990
Erection of dwellings and contribution to community facility - Former social education centre, Long Leys Road, Lincoln.
The application for Outline Planning Permission, submitted by Lincolnshire County Council is due to be considered by the City of Lincoln Council in the near future and I am writing to you to advise you of the current situation with the application and to give you the opportunity to make further comment should you wish.
The application was first submitted in 2006 and, for various reasons, including discussions and negotiations, remains undetermined. The applicants have requested that a decision is now made on the application.
The proposal is an application for outline planning permission to use the land for a residential development and as part of the proposal the applicant has offered two options in respect of a contribution to a community facilities. Either:
a)
Reserve 10% of the site for a future community hall or;
b)
The applicant will make a financial contribution from a percentage of the fee received from the sale of the site to contribute towards the provision of a community hall.
How to inspect the application
You may inspect the application forms and plans at City Hall, without the need to make an appointment, between the hours of 8.30am and 5.00pm Monday, Tuesday and Thursday, 9.30am to 5.00pm on Wednesday and 8.30am to 4.30pm on Friday. If you would prefer to make an appointment to discuss the details of the application, you should contact the case officer beforehand in order to arrange a mutually convenient time for the meeting.
Where you are unable to attend the Council Offices, for instance due to mobility difficulties, a copy of the application can be posted or it may be possible for Simon Cousins to visit your home to explain the proposal. You will appreciate that Officers operate a busy schedule and whilst every effort will be made to accommodate your needs, you should contact the case officer at the earliest opportunity to organise a mutually convenient time.
Time for commenting
We only have a limited time to consider this application, so any comments you wish to make should be submitted in writing to this office no later than 21st May 2010.
Comments can also be submitted via an email link online at www.lincoln.gov.uk by using the links to Environment and Planning, Planning Online and searching for the application. You
can also email comments to developmentteam@lincoln.gov.uk. Please always use our reference number.
Any comments that you make relating to planning and the use of land will be taken into account when the application is considered. If you do decide to send comments I will acknowledge your letter. However, I am unable to enter into further written correspondence in response to any specific issues or concerns you may have. However, if you wish to discuss the proposal or ask any questions please contact the Case Officer to arrange a meeting.
If you send in written comments about the application you will be notified if the application needs to be considered by the Planning Committee advising you of the date of the relevant meeting. The Committee procedure is explained in the attached guidance notes. There will be an opportunity for the applicant and an objector to take part in the proceedings if the application is to be decided by the Planning Committee.
In any event, if you send comments on the application you will be informed in writing of the Council’s decision. If you decide not to send comments on the application we will not write to you again about it or notify you of the decision. But you will be able to view and download the decision notice on our website after it has been made at www.lincoln.gov.uk.
Comments cannot be confidential
The Planning Committee is open to the public and press and any letter you send us will have to be made available for public inspection in order to comply with the Local Government (Access to Information) Act 1985. For this reason, your comments cannot be treated as confidential.
Should this application go to appeal the Planning Inspectorate have introduced an online appeals service which you can use to comment on the appeal. You can find this service through the Appeals area of the Planning Portal – see www.planningportal.gov.uk/pcs. The Inspectorate may publish details of your comments on the internet (on the Appeals area of the Planning Portal). Any comments sent in on the original application will also be forwarded and may be made available on the Internet. Your comments may include your name, address, email address or phone number. Please ensure that you only provide information, including personal information belonging to you that you would be happy will be made available to others in this way. If you supply information belonging to a third party please ensure you have their permission to do so.
