Hello all

Have been in touch with the planning office to see what the current situation is with regard to the cemetry development. A copy of the emailed Q&A's is below.

Good morning

Further to your e mail below, I can now update you as to the current position in relation to the cemetery.

Q: Is the proposed cemetery development still going ahead?
A: Yes work is progressing on the proposal.

Q: What are the key project milestones and timescales for execution of the development?
A: A new project plan is about to be formulated and I will ensure you are informed of the likely timescales once this in place. There have been various hold ups which have delayed the implementation of the project however we have been working through these and are hopeful that a new, up to date project plan can be produced in the near future.

Q: Has a budget been established and approved? If so could you indicate approximate value and what planned development aspects it covers?
A: The capital budget for the project has been approved however this is subject to change. I am not privy to the actual figures unfortunately, but obviously given the existing funding constraints placed on Local Authorities currently this has and will continue to have an impact. The budget, as far as I am aware, is to ensure the planning permission is implemented in its entirety but the development will be phased.

Q: Have the plans been updated, or are they still as previously presented at the public consultation & planning meetings?
A: As is normal with projects of this nature and scale, the plans are continually being updated and this will result in further public consultations in the future. This centres mainly around the ongoing discussions around how best to drain the site as well as various phasing issues and this is likely to involve further planning applications in the near future, for which full public consultation will take place.

Q: Is any of the archaeology to be incorporated into the development?
A: Yes - a feature archaeological area within the cemetery is proposed to be incorporated. The remaining small finds throughout the site will, as far as I am aware, go to the Collection.

Q: What work been done to address the water management concerns raised at planning, and comply with planning conditions?
A: Information has been submitted in relation to the planning conditions regarding the drainage of the site by specialist consultants, who have looked into this in great detail, however discussions with the Environment Agency and the Upper Witham Internal Drainage Board are still ongoing at this time. The way forward will therefore be agreed with all the relevant bodies to ensure all are in agreement as to how best to achieve the drainage of the site.

Q: When are the “border dwelling” residents likely to be contacted regarding the perimeter treatment?
Q: Has any preferred perimeter hardware (fencing) been identified / proposed?
A: In accordance with the revised project plan, this will be factored in. There are no specific timescales or preferred method of boundary treatment in place as yet.

Q: Will the planned footpath extension go ahead, and could the opportunity be taken to designate one footpath as a dual use footpath / cycle path all the way along Long Leys road to additionally provide a cycle access route from St Georges to the City centre?
A: Yes - the work has been agreed through Lincolnshire County Council to extend the footpath to the front of the site and a tender process will shortly be gone through to select a preferred contractor to do the work. Given the culvert which runs adjacent to this land it would not have the required width to facilitate a cycle path as well, whilst unfortunately it would be cost prohibitive to do so. I am not aware of any proposals to improve the cycle links to the City Centre independent of the work to extend the pedestrian footpath.

Hello all

I hope all residents whose houses face onto Bakers Field have had the "Southern Boundary Consultation" note posted to them by now. If not, let me know as LLRA have been sent several copies and we will be happy to pass them on.

I observe from the note that the developers have correctly identified (planning condition 8) that adjacent residents own the hedge, and they have no rights to make any demands on what resident do with their stretch of hedge. I also note that they are proposing not to have the 6 foot tall fence along "their side" of the hedge (planning condition 16) - in fact they are proposing to simply reinstate the existing post and wire fence. I guess this is a substantial financial saving for the council/developers, but might not go down too well if anyone was thinking of reducing their hedge and extending their garden to the cemetry fence! There is also a possible security / privacy issue, depending on the specific layout and aspect of the adjacent property.

Anyway, the note gives details for providing feedback directly to the consultants, but if anyone wishes to pass their feedback via LLRA, get in touch - a private message to me via this forum is probably easiest (PM button to right of this post).

Note that LLRA is a recognised representative body, so we have to be consulted on such issues, and will be happy to pass on wider "community feedback", in addition to individual feedback from directly affected residents. Please also note that the consultation is about the "Southern Boundary Treatment", not whether or not a cemetry is a good idea, so we can only respond on that subject.

Finally, if there's any interest amongst affected residents in organising a meeting to discuss the matter, let me know and I can sort something out.

gary.
As an individual and not part of the llra i have given my full consent to Dunn and Co on my feelings to no further fencing required. i dont think on this occassion the descision is anybodies but the residents concerned,i.e you ,me and the others facing out on to the cemetery.

Hello all

The cemetry got a passing mention as the Carholme Community Forum was closing down last night.

It was confirmed that the development is still progressing, and that a budget of £2million pounds has been allocated (don't know if that's just this year, for a phase of development, or the whole thing, and didn't have chance to ask - sorry!).

Councillor Neil Murray also told the meeting before it ended that the Roman remains that were found in Bakers Field will be preserved as a feature. Also remains of a Roman homestead were found as well.
Watch out for the ghosts of Roman soldiers walking the cemetary similar seen in Roman Lincoln. Perhaps they could walk Higson Road steps and deal with the anti social behaviour. That should scare hooligans away. Ask the centurion and he will do the job without calling the police out!
