Tree Preservation Orders

Postby richardcrabbe » Thu Jul 15, 2010 12:55 pm

Dear All

the Lincoln Racecourse Trust will need to try & cut down some of the trees on Carholme Rd. Does anyone have any experience in how to obtain a preservation order?

Any help much appreciated.

I am old enough to remember when the copses of trees and single trees were planted on the West Common in the 1970s. They are now fully grown and mature. In the Racecourse Company's proposals for the race track and viewing points such as from grandstands, they talk about tree removal. Many trees will have to go for flat horse racing. I noticed on photographs of The Carholme there were very few trees on the West Common when the racecourse was open. I would suggest that all of our serving ward councillors be contacted about the preservation of trees. To see them cut down is just not on. There is really no provision is preserving the biodiversity of the common if horse racing takes precedence and that includes wild life and birds using the established trees on the common.
Residents need to contact City Hall and County Hall to find out who or what department deals with the situation and report back on this web site. They should make their voices heard about the matter. This is only a suggestion.

Jeff I requested preservation orders on the trees at the hospital. This was over a year ago and the contact then was:
Tracey Lynn
Technical Support Officer
01522 873870
If it is not her any more then the number may still be correct. Be aware that a TPO is not set in stone though, permission is sometimes given for felling as long as there is replanting. What is required is a letter with diagram and for you to identify the tree type if possible. An officer will then come out and look at them and let you know. There is always a good chance for trees by roads but this is of course different. Make a call though, some or all may already have TPOs.

About 6 years ago several residents went to a planning meeting at City Hall regarding the proposals to build Carram Close and OPP was granted on the proviso that a TPO was issued and maintained on the 5 poplars and a willow.

However once Planning was granted and the properties subsequently built, someone, either the builders or proposed purchaser of a particular plot managed to get permission to pollard the willow which was considered to be somewhat butchered.

So just beware TPO's aren't always what they seem.

now this is interesting for the 25 yard wide oval race track will require a tarmac peri track to run along side of it. say goodbye to much of the cricket pitch and too the former royal flying corps officers mess used as changing rooms. was not our councillors seeking a preservation order on this building as this is one of the few buildings left relating to world war one for lincoln and the uk? most of the trees established there will have to be removed. the single trees dotted around the former point to point course will be cut down. trees along the straight mile where grandstands and viewing points will be built will have to be cut down. a number of trees in the copse not far from the mitchell road entrance to the common will have to go. the copse of trees facing the grandstand will have to be cut down as well trees surrounding the cricket pitch will have to go.
don't forget the tarmac peri track will have to be fed with assess points (tarmac roads onto the common) for emergency vehicles to use. this is why the tarmac peri track is rquired for health and safety purposes.
the several trees facing the parking bay on long leys road will have to go as with trees in the copse near the long leys road entrance to the common.
trees at and near the entrance of west parade gate to the common will need to be cut down as their roots go under the oval track.
so we are talking about flat horse racing which will affect most things on the west common. if people can't see the wood from the trees the lrrc are talking flattening the west common for their purpose of horse racing.
the former racecourse when open to horse racing did not have such an ovial track. this track came when point to point racing took place after professional horse racing ceased.
the west common will be cut up in many ways for horse racing fraternity to return and use the west common.
are people that foolish to realise that many racecourses are in dire straights over the lack of revenue and both the levy board and bha are in finacial crisis as well. the bha are making a decision within the next two months about cutting down racing fixtures. as comments have been mentioned, racecourses are struggling to keep their heads above water. the racetrack at chelmsford has already failed leaving a huge amount of debt. the land may eventually go to a mixture of a business park, a shopping complex and housing.
the carholme racecourse failed in the 1960s due to finance. i am sure it will fail again once rebuilt for the many reasons people have already commented about.
the lrrc document is flawed and nothing concrete is mentioned except their intentions to bring back horse racing - whatever!
once rebuilt the west common will never be the same. so take heed, be warned and act upon the information already provided. i think and agree with what other people have said. i believe too - two words cover the end result - land grab! also using horse racing as a back door method to achieve this!!
these are my personal thoughts and comments as this nearly happened to the west common over park and ride where decision making was being held behind closed doors throughout the early 1990s and the public found out. who can pull wool over the eyes of pensioners like me who can remember much in my old age and still retain my marbles!!!!!!
