Letting off fireworks...

Last weekend, fireworks were let off on the West Common in the early hours of Sunday morning. This stampeded the horses that graze on this common and horses were found to be in distress later some of which had dried blood coming from their nostrels.
Another incident occurred 1.15am this morning, 28th October, whereby fireworks were let off again on the West Common. The loud bangs were heard all over the West End and by residents in the Long Leys Road area. It is believed that students were the culprits who were returning from the city centre of Lincoln after their night out drinking. (Tuesday evenings is treated as a student night out, as with Thursdays, and at weekends.)
Complaints have already been given to the police by local residents. The incident number for this morning's occurance is 104, dated 28th October. The police are now investigating the matter.
The Lincolnshire Police Authority say that fireworks can be let off upto 11pm but not in public areas, streets, and open spaces such as the West Common where there are animals. No bonfires are allowed on the common too.
The police has suggested that residents should contact them of anymore occurances concerning fireworks.

In the back of my mind I thought it was illegal to let off fireworks other than 5 November or have I been hit by one and still concussed & confused!!!

On the assuption that the council would not knowingly break the law (disregading fraud etc etc..!) there are always fireworks at the end of the summer concerts at the castle, also fireworks at evening wedding receptions, major celebrations...can't be illegal and nor should it be. Only the late night nuisance and inappropriate venues should be an offence.

Last time I checked, you can buy fireworks all year round (although most retailers don't have permanent licences, and only stock them on the run up to special days), and you can also set them off on any day between 7am and 11pm. There's an extension to midnight on bonfire night, and 1am for the English and Chinese new years - plus a few other special days if memory serves.

It is illegal to set them off in public places, unless you have the right licences and permits (and 3rd party cover!) - don't know what in detail, but my mate is a licenced professional firework displayer and he doesn't seem to have any "legislative" problems.

Thanks for that Gary, worth bearing in mind.

Although Deb was mentioning the local council ?????? I know they would't be throwing fireworks at Horses having just part re-roofed the stables behind the Grandstand.

Hopefully in readiness for future race horses !!!!!!!!!!!!!!!!!!!

That was the council owning the Castle where the summer concerts are held and allowing fireworks!! (not that they are the hosts any longer, think the organisers are probably private now).
